What Does It Mean If Your Heart Rate Exceeds The Recommended Target Heart Rate While Working Out?

I am 26 and work out daily for 30-40 minutes on the treadmil or elyptical and I have noticed that my heart rate while working out is usually 161. I always take it easy and don’t try to go really fast on the machines. The max heart rate based on the charts in the gym is about 155 for my age. I have noticed on many occasions, people that are older than me and that are going much faster than me on the machines and their heart rate is about 140. Also after about 25-30 minutes my feet get extremely numb and tingly. Is this normal and should I try to slow down even more?
